Season the chicken on all sides with salt, black pepper and garlic powder.
Heat a generous drizzle of olive oil in a large skillet over medium high heat. Add the chicken and sear on all sides until golden. Remove the chicken from the pan and set aside.
Add the red and yellow peppers to the same pan. Season with a little salt and pepper and sauté until they begin to soften.
Return the chicken to the pan. Add the capers, red wine vinegar, honey and 1 cup water. Stir everything together.
Cover and cook for 10 minutes.
Remove the cover and cook for another 10 minutes, allowing the chicken to finish cooking and the liquid to reduce into a glossy agrodolce sauce.
Finish with fresh parsley and serve.
